  3. Transfer beef to platter and cut into 16 slices. Place veggies around meat.

Sauté onions for about five minutes. Season onions with salt, pepper, and herbs. Add in garlic and sauté for another minute. Add in the Worcestershire sauce and vinegar and. Combine water, garlic, bay leaf, sugar, vinegar, and contents of spice packet in a small bowl; pour over vegetables.
